I know I'm way off in unsupported la la land (I'm using Safari 3 inside the WebKit nightly binaries, which allows me to use Safari 3 without replacing the system WebKit), but I have a bug and I don't know who owns it - WebKit or Safari 3. I'm placing bets on Safari 3, but I can't be sure.

When saving a picture (for instance, http://www.questionablecontent.net/worryshirtfinal.png is a fun one) it adds the pixel dimensions to the filename, so instead of saving it as "worryshirtfinal.png", I get "worryshirtfinal.png 600×672 pixels.png". Obvious bug, and one not fixed by the latest Safari betas or WebKit nightlies. Who should I report it to? Is WebKit sending Safari the wrong filename, or does someone need to tweak Safari 3?

This is not a bug. It's a feature. ;-)

Uhm. When will Ctrl+Tab come? It's not possible to deal with "Next Tab" or "Prev Tab" (Ctrl+}, Ctrl+{) with a German keyboard layout. Sigh.

Take a look at the WebKit project CIA page at http://cia.webkit.org/, or Trac at http://trac.webkit.org/. Both provide information about recent project activity and make RSS feeds available.

Is there somewhere where we can see the differences in the nightly builds? A changelog would be useful - preferably with an RSS feed.

Just as you soon as you uninstall whichever completely unsupported Safari extension is causing the problem. One named "Taboo" is at fault here, if my memory serves me correctly.
